    The Construction Division is responsible for Inspection and Contract Administration of Road and Flood Capital Improvement Programs. Additionally, the Construction Division oversees many construction-related activities including bid openings, bonds/insurance, change orders, claims/disputes, safety, methods and equipment, contract awards, contract payments, engineering evaluations, labor compliance and National Pollutant Discharge Elimination Systems (NPDES) compliance.

    The Flood Control Division is tasked with the ultimate goal of protecting Orange County from the threat of floods by designing and constructing channels, storm drains, dams, pump stations and other drainage-related facilities.

    Geomatics is a multi-disciplinary approach to integrated technology systems of spatially-referenced information, including land boundaries, geodetic positioning, photogrammetry, remote sensing, cartography and geographic information systems. Geomatics consists of GPS, computers, software and other related technology used to capture data, maintain, analyze, manipulate and display spatially-referenced information.

    The services of Operations & Maintenance are limited to the unincorporated areas of Orange County. This division of OC Public Works handles many of the County's tasks; including various types of Flood Control Systems (Dams, Retarding Basins, Pump Stations, Channel Maintenance, Sandbags), Inspection and Regulatory Services (Code Enforcement, the National Pollution Discharge System, Graffiti Removal, Emergency Cost Recovery, FEMA), Road Systems (Catch Basins, Street Sweeping, Pothole Repair, Tree Maintenance, Sidewalk Repair, Pavement Management System), and Special Services (Trails & Open Space, Community Parks, Storm Operations Center, and Emergency Response for rain, wind, fires, earthquakes, coastal oil spills, etc.).

    The Project Management Division (PMD) is an "internal service provider" to other OC Public Works divisions. It is composed of three units: 1) Regulatory Permits, 2) Utilities, and 3) Project Management.

    The services of the Road Division are limited to the unincorporated areas of Orange County. This division is responsible for the construction of road infrastructure, traffic and safety operations, street maintenance, and related services.
